The Right to Information Act, 2005 is an important legislation to promote transparency and accountability in the functioning of public authorities of India.  Any citizen of India has the right to seek information from public authorities as per the provisions of the RTI Act. An Indian citizen wishing to seek information under the RTI Act may submit application as per the section 6 of the RTI Act to the Central Public Information officer of the Consulate.  Please note that a RTI request to the Consulate should primarily concern a subject matter, for which it is reasonably presumed that relevant information is being held by the Consulate.  In other cases, the applications should be made to the CPIOs of the respective public authorities
An RTI applicant aggrieved with the reply/decision of the CPIO can file an appeal with the FAA of the Consulate.  If a citizen is not satisfied with the decision of the FAA, a second Appeal may be filed before the Central Information Commission.
Modes and Procedure to file RTI application:
An RTI application can either be sent through post or submitted online.

a. Postal Application:
An application addressed to the Central Public Information Officer may be sent by post to: Consulate General of India, 8A Walter Carrington Crescent, Victoria Island, Lagos, PMB 80128  along with the following:
·Documentary proof of Indian citizenship
·Prescribed fee of Rs. 10/- (Rupees Ten only) in equivalent Naira through a demand draft in favour of Consulate General of India, Lagos
b. Online Application:
Online RTI application should be submitted through the RTI Portal: https://rtionline.gov.in/

The application filed through Web Portal would reach electronically to the Nodal Officer" of concerned Ministry/Department, who would transmit the RTI application electronically to the concerned CPIO.

Fee for RTI application submitted through RTI web portal can be made online, as per the modes prescribed therein.

THE RIGHT TO INFORMATION ACT, 2005

Information about the Consulate General of India, Lagos, as required under section 4(1)(b) of the Right to Information Act, 2005


(i)

The particulars of the Consulate General of India, Lagos its organization, functions and duties;

The Consulate General of India is headed by Consul General and functions under guidance of the High Commission of India in Abuja. The Consulate has following Wings: (i) Administration Wing and (ii) Consular Wing.  The functions of the Consulate include strengthening of bilateral relations between India and Nigeria.  Providing consular and passport services to Indian nationals within the jurisdiction of CGI Lagos (States of Lagos, Ogun, Ondo, Osun, Oyo, Abia, Anmbra, Ebonyi, Enugu, Imo, Awka ibom, Bayelsa, Cross River, Delta, Edo, River) and also Visa services to foreign nationals residing in these States.  This office also attends to trade and commercial enquiries and actively promotes business interests of India. It also undertakes activities for promotion of Culture of India.

(ii)

The powers and duties of its officers and employees;

General Administrative powers are derived from Fundamental Rules, Supplementary Rules and IFS (PLCA) Rules, as amended from time to time.
Financial powers of the Officers of the Consulate have been detailed in the Delegated Financial powers of the Government of India’s Representatives Abroad.
Other powers are derived from the Passport Act of India.
The Officers of the Consulate function under the guidance and supervision of the Consul General.

(iii)

The procedure followed in the decision making process, including channels of supervision and accountability;

Decisions are taken under the instruction and supervision of the Consul General.

(iv)

The norms set by it for the discharge of its functions

Norms are set under the instruction and supervision of the Consul General.

(v)

The rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions;

(vii)

The particulars of any arrangement that exists for consultation with, or representation by, the members of the public in relation to the formulation of its policy or implementation thereof;

The Consulate General of India functions within the norms of India’s foreign policy formulated by the Ministry of External Affairs. The policy is implemented by the Consulate under the guidance and supervision of Consul General and High Commission of India, Abuja.
There is mechanism of monthly “open house” with Indian nationals for regular interaction.

A statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public;

Consulate interacts with Nigerian Government officials, opinion-makers, representatives of think tanks, academic community, media and Non- Resident Indians and persons of Indian origin in Nigeria

As per allocations made by the Government of India from time to time. Budget allocated to Consulate for the FY 2023-24 is Rs. 55,599,000.

Consulate does not have any subsidy program.

The Consulate makes available to interested individuals various books, brochures, CDs and DVDs containing information on India, its people and culture.
